Several factors contribute to the high burden of substance misuse and substance use disorder (SUD) in rural communities, including Lassen County. These factors include high rates of poverty, a lack of access to healthcare services, and limited economic opportunities [3]. These factors can lead to increased stress levels and a higher incidence of mental health issues, which can, in turn, lead to substance abuse. Additionally, domestic violence is a significant issue in Lassen County, which can also contribute to substance abuse [4]. It is essential to address these underlying issues to effectively combat substance abuse in Lassen County.

Several research-validated substance abuse prevention programs have been proven to reduce the risks of alcohol, tobacco, drug abuse, and violence. Still, these programs are not widely available in Lassen County. The Positive Action program is a research-validated substance abuse prevention program that has shown success in reducing substance abuse in other rural communities [5]. However, it is not currently available in Lassen County.
