In this essay, we will analyze the prevalence of substance abuse in Solano County, the impact it has on the community, and the strategies being implemented to address it.
The number of people per housing unit is an indicator of multiple people living in one residence, which can lead to overcrowding and an increase in substance abuse. The use of drugs and alcohol has contributed to increased community violence, which has become a pressing issue in Solano County. A report prepared by the Solano County Public Health Epidemiology Unit in January 2017 shows that the rate for substance abuse was 1.8 times higher than the California rate [1]. Table 22 of the report also shows that the ED visit and hospitalization rates due to substance abuse were higher than county and state benchmarks, with rates per 10,000 population [2].
Substance abuse has a significant impact on the community, and its effects are felt by the whole family. The problems caused by substance abuse are not just financial burdens but also deteriorate the quality of health, educational, and social systems [3]. Family therapy has been shown to be effective in addressing adolescent delinquency and substance abuse [4]. According to the same report mentioned earlier, the ED visit and hospitalization rates due to substance abuse were higher than county and state benchmarks, with rates per 10,000 population [2].
Efforts are being made to address substance abuse in Solano County. Strategies are currently in development to improve opioid addiction, prevention, safety, and treatment efforts [5]. The Department of Health and Social Services (DSS) is a member of the Opioid Safety Coalition, which is a group of public and private organizations working together to address the opioid epidemic in Solano County [5]. Solano BH collaborates with Drug Safe Solano, which brings together a multidisciplinary team to address opioid addiction issues in the community [5].

Solano County CA Government Substance Use Services. Solano County contracts with Partnership Health Plan of California to offer the Medi-Cal ODS Waiver through the State Department of Health Care Services (DHCS) to provide services to Drug Medi-Cal/Medicare eligibles who meet “medical necessity”, meaning: The individual has an included substance use diagnosis which is serious in nature; The individual demonstrates a significant impairment in spheres of functioning (self, home, work/school, peer); The intervention/treatment provided will be focused on the substance use condition, and treatment is expected to correct or improve the condition and the individual would not be better served by physical healthcare provider. The Department of Health Care Services Drug Medi-Cal Organized Delivery System (ODS) Waiver Implementation Plan for Regional Model encompasses 7 counties: Humboldt, Lassen, Mendocino, Modoc, Shasta, Siskiyou, & Solano. Humboldt County’s substance use disorder (SUD) treatment program offers outpatient and intensive outpatient treatment. SUD treatment services are designed to empower participants to develop the self-awareness and personal motivation needed to make positive and permanent changes in their lives. Humboldt County Programs for Recovery assists individuals who are experiencing substance use problems that are impacting their physical health, interpersonal relationships or causing employment or legal issues. We provide SUD treatment to Medi-Cal beneficiaries who meet medical necessity for outpatient and intensive outpatient levels of care. The Wellness & Recovery Program encompasses seven counties: Humboldt, Lassen, Mendocino, Modoc, Shasta, Siskiyou and Solano.
