Several factors contribute to the substance abuse problem in Siskiyou County. A significant factor is the chronic problems resulting from past illicit drug use among individuals who are no longer using drugs. This makes it challenging to address substance abuse in the county as the problem may be deep-rooted and difficult to overcome. Additionally, victims of maltreatment often use drugs and alcohol as coping mechanisms, rather than purely for social reasons. This can lead to addiction and substance abuse [2][3][4].

To address substance abuse in Siskiyou County, several strategies have been put in place. The Synar Amendment is one such initiative, which is part of the Substance Use Prevention, Treatment, and Recovery Services Block Grant. The Synar Amendment aims to reduce youth access to tobacco products by enforcing state laws prohibiting the sale of tobacco products to minors. Additionally, the Behavioral Health Division provides a wide range of mental health and substance use disorder services to individuals. The division also publishes reports to improve outcomes for individuals with substance use disorders. Furthermore, three evidence-based practices have been identified to engage and improve outcomes for individuals with concurrent substance use disorders [5][6][7].
